大卫·谢佛尔(David Scheffer)是国际法研究与政策中心(CILRAP)研究员及西北大学普利兹克法学院梅耶尔·布朗/罗伯特A.赫尔曼(Mayer Brown / Robert A. Helman)法学教授和国际人权中心主任。他自2012年至2018年任联合国秘书长协助红色高棉审判的特别专家。他曾于1997年至2001年任美国战争罪行问题巡回大使并作为美国代表团领队参与国际刑事法院(ICC)的谈判会议以及罗马外交会议。他曾多次于美国政府任职,分别担任国务卿高级顾问(1997年),美国常驻联合国代表办公室高级顾问兼顾问(1993-1997)以及美国众议院委员会外交事务高级顾问(1987-1988)。

谢佛尔曾于北美和欧洲的多个学术机构讲学,这些机构包括哥伦比亚大学、乔治城大学、杜克大学、爱尔兰国立大学、乔治·华盛顿大学、乌得勒支大学和尼斯大学等。他毕业于哈佛大学以及牛津大学,并以最高荣誉获得了牛津大学的法理学学士学位。他于乔治城大学获得了国际法和比较法项目的硕士学位。
